Eastern State Hospital Local Human Rights Committee (LHRC)

The committee meets on the third Thursday of each month at 10:30 a.m. in Building 1 - Room 102.

Summary of the LHRC

A Local Human Rights Committee (LHRC) is comprised of volunteers who represent mental health, mental retardation, and substance abuse services, professional groups, and consumer groups. The committee's responsibility is to perform certain functions specified in the book entitled "Rules and Regulations to Assure the Rights of Residents." The state Human Rights Committee appoints the members for a term of three years after consultation with the Commissioner for the state Department of Behavioral Helath and Developmental Services (DBHDS).

The LHRC plays a role by:

  • conducting fact finding hearings and making recommendations for resolution of complaints not resolved informally.
  • reviewing and making recommendations concerning policies, procedures, practices, treatment plans, and restrictive programming.
  • reviewing and making recommendations concerning requests for variance to the Human Rights Regulations.
  • performing other oversight functions in the Local Human Rights Bylaws.
